I'm amazed more people haven't mentioned Scientific...

Libraries don't come into play for quite a while into the game. Until you get Republic and a good number of large cities the Libraries don't do that much anyways. Same goes for Universities.

Free tech? Meh... not being able to choose it is a bummer. And 99% of the time it comes either a) when you already have a massive tech lead and it's irrelelvant, or b) you're so far behind that 1 more free tech is useless in the grand scheme of things.

Greater chance for SGLs? Oh my, that extra couple percent is going to have a huge impact on the game!

Compared with generating extra revenue, SCI doesn't even compare with the effects that COM can have. It doesn't get rolling until later and even then its effects aren't all that great... SCI gets the big stinky for me.
