Weird Diplomacy Issue

I don't know if this problem has come up yet but today I was playing a Civ4 game and I signed an Open Border agreement with the Mongols but when I slid the cursor over Genghis Khan's portrait it still said "Our Closed Borders Cause Tensions -2". Why isn't the Open Border Agreement eliminating this problem? Is this a bug?
 
cause your border city culture is supression mongold border cities culture and taking over his squares,nothing to do with open border.
 
I feel the urge to reiterate what the guys above said, but clearer:

The message says "our CLOSE borders spark tensions". This means you share a border with the Mongols, and that automatically causes some friction. Your Open Borders agreement is another thing entirely, and obviously gives you a + in relations...
 
Yeah, I was wondering about that when I just got the game, then I read closer.
-1 our close border meaning that there exists some section of the border that is adjoined. Like the 49th parallel between Canada and the States. This is completely different and independant from Open/Closed borders, which means whether I'll accept any opponent units in my cultural borders.
They couldn't just use a different word so not to confuse gamers, couldn't they?
