for soem reason i cant PM Mr. Dictator (spelling might not be correct) I would prefer answering him over PM, then in a thread, but I dont seem to be able to...

I tried to PM you, and it said it couldn't. Maybe your box is too full.

There are two possibilities I can think of:
1. Your PM box is full
2. If not, go to USER CP -> Edit Options

There under "Messaging & Notification" you'll see "Enable Private Messaging?" (fourth). Make sure it's saying "yes".

Some people DO turn off their PM function. I don't know why. We mods prefer that you keep PM on, so we can communicate privately if we need to. We really don't get our jollies by announcing to the world everything that someone does wrong - many times we would rather just notify the user and work out the problem in private.
