Weird messages?

Playing Civ II the other night (as you do) and a city completed building something fairly late in the game (with my spaceship nearly ready to launch). I opened the city screen to set the next building task, and as I was closing the screen I swear I saw the military advisor saying words like "Maybe it's time for a nice Nuclear Missile". I wasn't fast enough (ie. awake enough) to get a screen shot as proof.

Has anyone else seen this type of advice?
 
I can't recall ever being advised to build nukes. Maybe I just never paid attention – I don't play much standard Civ2. I know where it's coming from, though. All of the advisors' messages are listed in advice.txt. The entry for the nuke is as follows:

The file is often customised for scenarios.

Nice to see other Australian players here, btw. I admit I tend to lurk and learn much more than I post.
