That looks like something Richard D. James (better known as Aphex Twin, not the one at CFC, though) would make.

Edit: Wikipedia proves me right. It uses Aphex Twin's music, and the director, Chris Cunningham, is the person who directed the "Windowlicker" and "Come To Daddy" (and apparently a video for a song called "Monkey Drummer" by AT that I don't know) video for Aphex Twin.

If you haven't seen Windowlicker, then go to ifilm.com to find it. They unfortunately don't have "Come To Daddy," but it's just as weird.
