I would like if first copy of a lux gives amenities to 4 cities, second copy to 3 cities, third to 2 cities, fourth to 1, fifth to 0.

I'd agree with that. (if you meant addition cities.) better than what we have now where you can't even get a decent trade for them.
 
It never made sense to me that having 18 of one luxury resource only benefited up to 4 of my 50 cities. I can get behind this.
 
18 of 1 luxury! then it is a luxury no more and you should get 0 Amenities for it and more food.

Look a luxury is just that, it has rarity and makes people happy.
Trading does give value, big value. Just not in term of gold or other such. More that even unfriendly civs will approach you for it if they do not have it and that gives a diplomatic edge.

If you are playing legendary start or more luxuries then I have little sympathy as you just gave the opposition a lot of what you may have before turn 1.
If you are a warmonger then sure, you do not give a **** about diplomacy and just want massive happy cities.

This is why entertainment centers can be shared and multiplied up.
I saw someone post a city of 200 the other day. They had to go past victory to do so and it was kept afloat by entertainment.

the current design makes perfect sense to me and I believe encourages diplomacy which is a good start.
