i mostly play Civ4 -Warlords on the hardest mode, and i have noticed that if you pressure a smaller civ on its abillity to grow in size, or develop, it will eventually declare war on you. and here is the funny thing :

im playing Roosevelt on 18civ earth map. and i pressure montezuma to a point were he cant expand anymore. he (montezuma) is number 16 out of 18 civs, and im number 2, im way ahead of him, both in size and technological (he just developed feudalisme, i just got gunpowder), eventually he declare war on me, and his first units to cross into my country is correctly scaled to his progress and amount of citys. (i have 28, he have 9 citys)

but all the sudden he have 100s of units, all gunpowder units, and he keeps producing units faster then the amount of citys he have, he also jumps in wealth from being the poorest civ in the game to becomming the 3th ritchs.

when i check the options, he is still way behind, and only 2 civs, (me and number 1) have gunpowder technologi, yet montezuma seems to be able to not only build units that is way beyond his technological level, and more then his outlet pr round allows him to do. but he also seems to be able to manage an upkeep for these units.

my first thought was that someone bought a "tech" from him, and he all the sudden got very rich, but when he started having units that was beyond my current (and number 1s) tech-lvl, and were apparently able to build units in the 100s in a matter of 2-3 rounds, i was puzzled.

how/why can/are the AI able to do this?

if the AI is favorized with a feature to spam-build units without having the advancements required to do so, then this game is a sad pathetic joke, how are you suppose to follow up with NPC's if the AI can spam-build 100s of units in a matter of a few rounds?

a player is required to have a balanced "improvements contra millitary-units" setting to be able to maintain an army of any size, and even then a huge enough army will drain your funds, and youll need to make sure that income matches the expences, however there are no way the AI would be able to maintain public rest, or an income high enough to pay for all the units that montezuma were able to build.

is it possible to make a mod that excludes "bugs" like this.. in all fairness, i like even odds in any game. but apparently the game have a "bad looser" -feature.

just to make sure i wasnt being "outplayed" / "pawned" by the AI i made sure to analyze the game, and nowere in any log, or in the world builder, was any sign that he (montezuma) had any way of optaining nigther the tech's or the funds.
i even reloaded him in hotseat-mode to see how he could gain that advancement, but i was unable to do the same, even after countless attempts.

The AI does not cheat until Prince level.


Montezuma will attack you no matter what.

Monty was probably trading techs, And if you have Beyond the sword you'd be able to see that he was researching gunpowder at one point.

Based on your obvious skill, I highly doubt you play on deity.
 
Also, if he suddenly had a bunch of gunpowder units, he possibly had a Great Merchant mission that gave him a bunch of money that he used to upgrade his older units. Did any of the gunpowder units have cover promotions? Remember if you are playing on the 'hardest mode', the AI has significant reductions in the cost of upgrading units. Did his power suddenly spike just after he declared war?

Also he must have had someone to trade with to suddenly jump to gunpowder.
 
Oh yeah - Like nbcman said - The AI gets a huge cost reduction in upgrading units
 
aye, the increase in units came after he declaired war, previous to the declairation, he was moderat in straingth, and i only pressured him, becouse i was prepairing to attack him.

was pretty sure i could beat him, had a sufficiantly large army of city-attack-promoted units, and seige weapons enough to start an offencive. well that got twatted, and he went on to batter 4 of my citys, befor my fustration pushed me to investigate him.

well i dont have "Beyond the sword" yet, but ill go buy it very soon.

love the game, especially the unit promotion devicity, and great general features.

No problem. As long as you say so we won't automatically assume that you're a 12 year old kid incapable of proper grammar
 
I'm not sure that's a reasonable assumption to make even if someone doesn't state that they aren't
 
It appears that the AI cheats even on settler. I have seen the XML. If you don't want to see that, which is boring and tedious, have a look at this page, http://www.kynosarges.de/Civilization.html . At the very end. Ignore the number to the right of the value after the >>, I think that is the changed value for his little mod.

I recommend using it, until you start winning too often. Then going back to the original values for unit and city upkeep will be very manageable. (monarch) The last time I locked in monty he had crap units (fighting jaguars is easy because they are nerfed and negated by chopping close forests), but he brought in a backstabber who I for sure could not fight back. That sucked. Also, he still kept up in tech. I wonder how teching is with 4 cities compared to 8 or so.

It also makes sense that the AI cheats when the AI founds many cities in Crapland, Sahara Desertville, has a stack that is the span of your monitor and still somehow keeps up research when you uses EPs to check em out.
