NP300: Yes, I agree with everything you said. This is a sensible plan because it does not change gameplay very much while at the same time it improves the complexity of the gameplay enough to raise the enjoyment of both naval and land battles. I don't have any programming experience so I don't know what you can mod, but if Firaxis's desire to have everything moddable means that you can design and create a pop-up menu which gives players new options to gameplay then this would be a stunning and fabulous development. But it's hard for a computer-illiterate fella like me to comprehend how this would be done though.
 
Aussie_Lurker: Well I'm hoping that Firaxis will give this idea a spin before they do start releasing info about Civ4's battle mechanics.

I like your system if there is a limit to combat 'pulses'. So that, in a battle, you get 5 shots each or somesuch to damage opponent, and must in turn survive five of their attempts ... after this time, you each go back to pre-combat positions ...

Is that what you had in mind?

Still, my point stands. Neither was able to defeat the other; what happened after that is irrelevant.
