I believe during mobilization your cities will still build improvements in your build queue right??? So in theory if you don't want your whole country to have the negative affects of mobilization (i.e. cities just started or captured with no or very small amount of improvemets at the time) you can just load up these cities with improvements in the queue before changing to war-time mobilization, but then still get Mobilization's extra shield production in your core cities...
