I'm trying to create my own civilization mod and I have been looking at other mods for references. I don't understand the purpose of the Platforms folder and the BLP files in them. Also, I cannot find a program that can open these BLP files and edit them. If someone can help me with this that would be amazing.

In my knowledge, BLP files are generated by modbuddy (only) to make icons to work properly within the game (you will need to fill up XLP config files to generate BLP), but you can alter those without modbuddy, like I did for ages with my mod until recently. Also, if you reuse core game icons you don´t need it at all.
