Let's say I don't like the Portugal icon and want to change it. To do this, I need to go to DLC\Portugal\Platforms\Windows\BLPs, find the file with this icon there and add my own. But here the problem arises - I can't open any of the files in any way. I can't find a BLP decryptor anywhere. How can i do this?

You can´t open BLP and extract it. For you to change an icon you do a mod to alter the icon. For an example look into Macau´s mod, I changed the icon of Lisbon City State: https://forums.civfanatics.com/resources/portugal-is-nau-module-2-macau-is-nau.28842/
To do it, You have to assemble your own BLP in Modbuddy, creating textures and at least one XLP file.
