really depends what u are looking for in a mod.
If u want total conversions then Dune Wars (future) is really nice. Fall From Heaven (fantasy) is also highly recommended.
But if u want the best mod (in my humble opinion) u have to look at my signature.

I like History in the Making. It doesn't throw a ton of new buildings and units that the AI has no idea how to use properly and it doesn't create a ton of new techs either. I really like that it hides some resoucres until you discover the correct tech too.
