I think resources are the most important thing of CIV3. I always look for more resources. Resource rush rules.

And you? What do you think?

If I'd want to build a city and would have to chose one of the options and forgo the others, I'd chose luxury resource (if I don't have any of that type). The reason is that you don't always need the strat resource (you can buy it for a limited period and use it accordingly)
Next I'd chose strategic resource if I have 0 or 1 of that resource.
Next Strategic position
Next river placement ( which is my standard positioning if none of the above is available)
Next limit AI.
I abandoned the OCP for a placement that allows about 12 tiles per city.

Unlike the AI, I can not predict where strategic resources will pop up. Obviously, if a luxury is available, I will build a city or colony there, but for the most part (if the above 2 are not available), I go for what will make the city grow and prosper best (balance of food and shields. Rivers are preferrable, since aqueducts take a while to build. Occasionally, I will choose a strategic location, particularly if it blocks access of the bad guys, but this is a rare occurence.

I agree with jorge_roberto.
I will often research the wheel 1st just so I know where the horses are and then secure as many horses as possible to deprive my neighbours of them.
If I have Persian or Roman neighbours I research Iron Working as fast as possible and try and secure all the nearby iron for myself.
If I stop them getting iron or stop the Iroquoi getting horses then I find they are pussycats otherwise they are barstards.

Silly question - they are all important (except maybe OCP). Why did this have to be a poll, it would be much more logical as a suggestion list.
Dave,

I think polls stimulates answers. So, I made one. It could be a suggestion list too.

All the reasons are important, but which one do you prefer? In another way, if you only have one settler and two places to create a city. Wich one would you choose? The place with a resource or with a river?

Sure, if I can, I will get all existing bonus. :D

I voted for optimal city placement. I like to make the best possible use of the land, that means not too much overlap, and a worker on every worthwhile tile. If I'm planning on taking the game into the modern ages, that does mean placing the cities so that almost every tile in their radius is workable. But if I'm going to do a lot of conquering early on, I'll place them close so that almost all of my land can be worked by size 12 cities. Very early on, I settle the land near my capitol first, and later go farther out to claim luxuries and resources. Those low-corruption cities are more valuable than using up an early settler just to claim a distant resource.

Well, I think jorge_roberto may be referring to when you play on a cramped map (lots of civs with not much land available), or towards the end of the expansion phase where you are left with few choices because there is no more room to expand.

It all depends on how close my neighbors are. If I know I have the time, I will go for the good city site first (bonus resources, river, etc.), because I want those cities set up right away. However, if it looks like the AI may grab a resource that I really need then I'll grab the resource. If I already have horses, I'm not too worried about the AI also claiming horses. Iron may be a different story. I don't really use swordsmen, but I'll eventually need iron for my knights, and it's nice to deprieve the AI of swordsmen and pikeman.

In the early game I try to place my cities at locations with 2 or more highly productive shield/food squares next to the city.
I locate resources and build similar cities towards those resources so I have a line of small cities each about 4 squares from the next linked by a road contecting the capital with a resource.
Next comes the consolidation phase when I start founding cities that can support large populations or occupy strategic locations.

You can never have to many resources.

Remember if your neighbour has it he won't want to buy it!

I usualy just get a ring around the are i want as my country. Then build up the centre. thus providing a large area full of nice little pressies for my army
