The first number is for male/female
2nd is the color they are assigned
Next is the city style they will have.
The next three numbers are for general attitudes concerning 3 main characterictics:1-attack 2-expand 3 civilize.There 2 types in each of these categories.Supposedly influences the way they expand,what techs they prioritize,whether they are inclined for war...etc.
He could really mean leaders.txt. There is such a file. it is the same as the leaders section in the rules.txt except the arab and inca lines are missing. (in MPG edition)

I'm guessing that Smash is correct when he says the leaders.txt is a scenario-making tool; the leaders in the Rules.txt are what count. And for each variable: positive, negative, neutral. And I'd say that they strongly influence AI behavior, though other factors come into play. Techs research strategies, which hinge on the "Civilize" variable, are probably the most obvious impact. The "Attack" variable, in my experience, tends to effect alliances as well as war: Rational Civs are more likely to make alliances that last; Aggressive Civs are less likely to make an alliance, and in an alliance they seem to demand techs more often, and if they don't receive said techs, will be more prone to end the alliance. On the "expand" variable, Perfectionist civs tend to build upwards (in effect, less cities, more sewers), while Expansionist civs do a much better job expanding geographically.
