What do they 3 numbers mean???

I don't remember if this is in the manual or not, but . . .

The 3 numbers are the percantage of your income that's going to Luxuries, Taxes, and Science. I think it's in that order, but I can't remember off hand. Maybe someone else can clarify.
 
The three numbers are how much of your budget you've allocated to (money, science, luxuries). So 3.4.3 would mean 30% money, 40% science, 30% luxuries.
 
Moff is correct. That first number is also called your tax income, Tax - Science - Entertainment.
When you adjust your science or entertainment spending from the domestic advisor screen by using the sliders, these three numbers will change. For example, you set your science at 50% and your entertainment/luxury at 20% -- your tax rate would then be 30% (all adding up to 100%). Taxes are used to pay for certain improvements and your military upkeep, science for science (of course), and Entertainment is the amount of money you spend to keep your citizens happy.
