What do your slaves...er...workers do?

Here is my list of actions for workers that I use

Mountain & Hills are obviously mined
Flood plains are irigated
Normal Grassland is irrigated, Bonus Grassland is mined
Plains are irrigated
Desert is irrigated if possible.
Tundra is planted forest on
Jungle is cut down
Cattle are mined
Game depends on terrain it appears.

I don't generally cut them till I'm out of despotism myself but I'd certainly like to know your reasons perf.

Perfection:

Just about any terrain is better than a forest IMO, the one exception is tundra. I plant forests on all Tundra except for tiles which hav oil on them, I mine those. Grassland and Plains will give you more food and can be worked. Hills will give you more shields when mined and give the same food. I usually cut down all of the forests in my city limits. Tiles in my culture area but not able to worked I usually plant forests on after all other improvements are done.

Plains depend on whether you are more interested in production of shields or food. When its a choice between 1 and 2 food I usually choose the 2 food even if it cost me a shield. There are exceptions, ie if the city is on an island or is surrounded by good food producers ect then I will opt for the shields and leave the forest in place (until I get RR's) .

Plains are not the greatest food producers unles they have additional resources on them. If you have some wheat or cattle on the plains and have forest on other tiles in the city then just leave the forest for the shields, in just about any other situation the forest should be cut and plains irrigated. Cities need to grow in order to truly become productive and the only way to increase your score is to increase the number of citizens.
