I also test it out if I hadn't changed anything at all.
Now using my past experience and mind. I make to work on the UA. I implement a dummy policy and dummy promotion to create my new UA.
To make my UU, I start making comparisons of the vanilla counterpart(if exist) and Vox Populi counterpart to discuss how it would be balanced. I use the wiki as a good resource since I don't have to go into
Now for the UI.. it's fairly simple since you just have to make it unique from every other improvement. In my case it's an Islamic fort that allows the Tunis to turtle greatly allowing the Ribat and Fort to create a wall of borders around each other. However, the Ribat cannot act as a canal(although it could, but I rather not). So people need to take that into consideration.
I start cursing out and analyze what easy errors they could have fixed.
Then I have everything, the UA, the UI, and the UU. All that is left to release it to the public. This took on about 6 man-hours.
