What if each unique tile improvement(Ziggurat/Chateu/Etc)

What if each unique tile improvement do not cost a builder charge, but each builder can only build 1?

The obvious exception would be china since it wants to chain its unique tile improvement, but I think this way those buildings would be built more often, but still not be OP because of their low yields + strict build requirements.
 
I don't think this would really solve the problem, namely unique Improvements being too weak. Charges aren't that rare, and saving max 1/3 of a worker by working a sub-par Improvement seems like a pretty bad deal to me.
 
It's not the worst idea. Maybe make them take half a builder charge or something like that? I feel like unique improvements should get some kind of perk to balance out the fact that unique districts are half off and don't take up a slot.

But anyway, you'd still need to buff the yields so that unique tiles improvements are worth working over farms and mines.
 
It's okay for the early game with improvements like the ziggurat but even with this UI are still bad. In the mid game, honestly I don't care if building the mission or the château doesn't cost any charge : they are bad and they are taking the space for a farm/mine/district. Even if I understand that it's a feature similar to the reduced cost of districts and the lack of population requirement, builders are much cheaper than a district and you can have a lot of charges. I'd rather have improved yields.
