Is this a group of tools to mod civilizaion IV and actually where can i get it?

Its some tools that will enable a greater level of modding. It will allow you to edit much of the core elements of the game. Its not going to be some editor like in Civ3. This is for people who want to get really deep into the game and know quite a bit of programming.
