What is going on?

I have the cultural victory condition set to 100,000 and was the first to reach it in my current game. Now I am at 112,000 and the game still hasn't ended yet. Is this a bug or am I missing something?

You need to have twice the culture of your nearest competitor.
Also, if you're playing C3C, the total culture you need is map-dependent, so that may also be throwing things off.

You need to meet 2 conditions. 1 is the 100,000 culture and the second part is that you need to be twice as "culturly powerful" as the next highest. My guess is that the #2 civ has at least 66,000 culture points.

Ok I understand now. The closest civ to me has 103,000 cultural points. That explains it. Thanks.
