What is ICS?

I've heard several mentions of the ICS strategy/economy. From the context of the references I've gathered it involves lots of little cities to generate more benefit from corporations and free specialists. I could be wrong. Anyway, invariably the ICS is attributed to some person, but I can't find a write up about it anywhere, and searching for ICS in the threads yields no results. Can someone help me out?
 
It stand for infinite city sprawl. In CivIII, larger cities required buildings to keep citizens happy, and these buildings in turn cost money. So an effective strategy was, instead of spaced out large cities, cramming as many small cities as possible on the land available.

It takes on new meaning in CivIV, as founding as many cities as possible will clearly bankrupt you regardless of strategy.
 
Ok, thanks. I think what I learned about it was in reference to a recent Hall of Fame game. The consensus was that ICS was the way to produce the highest possible score in a timed game. Russian, mercantile with the statue of liberty yields 4 specialist per city.
