What is Power for?

I've it referenced regarding coal plants, hydro plants, three gorges dam, etc., but nowhere in the manual does it say why you need to have power and what its effect are if your city is powered, or what the penalties are if your cities dont have power...

couldnt firaxis spent a couple more pennies and written a more complete manual? the civilopedia is now help either.

Factories provide +25% Hammers without power, but provide +50% Hammers with power. You can't build a power plant without a factory.
