Although I voted for Persia, there is a good reason for it. The Persians are industrious, and therefore can build roads faster, therefore connecting their cities faster, therefore generating more revenue from working tiles faster, therefore devoting more of that to research faster. Besides, don't Industrious civilizations build buildings faster?

No (except for the bonus shields you get in the city tile which increase your production - and this of course means also you might get buildings faster ) - industrious is one of the traits which has no cheaper improvments (the ones with are scientific, agricultural, religious, seafaring and militarstic).
 
I think Babylon’s prestige and wealth of knowledge can be matched by only a few civs, indeed whether or not a commercial trait is a bonus for a scientific civ is debatable.
