i would like the following rules changes:
countries can use each others roads during war with each other
aircraft can make an anti-shipping strike, where combat is normal (not bombardment)
too-many-cities-corruption reduced further
those are the main things i'd liked changed. civ 3 is a great game, but those things (esp. the first thin) just irk me. it removes all mobility from an invading force. i like that they cant use railroads, but not being able to use roads is both unrealistic and unbalanced.
i can't figure out how to actually change these rules--you can't change them from the editor (i looked long and hard for them in it) but i think it is possible to change the rules or whatever file that it's in--i just don't know how
any help or info would be greatly appreciated--or, better yet, if you want to just make my mod for me =0)
