I am not sure of the exact rules either but I fail at this all the time.
I am pretty sure the settler, naval and army cards still work when you chop.
Add in Magnus and it should get better.
I could be wrong, as I forget to do this since they nerfed the exploit.
What Im more uncertain about is the general effects. Happiness bonus, Amundsen-Scott research center, Ruhr valley or colonial taxes that gives general production or yield boosts. And what about Hong Kong bonus and pingalas bonuses? those are specific, so if my theory is correct it should work with chopping...
I asked myself the exact same question yesterday, weird coincidence! To add to your list:
Nubia production bonus towards districts. Brussels prod bonus towards wonders (unsure if it does). Policy card bonus towards wonders (pretty sure it does). I do think Hong Kong works, but haven't verified. If Amundsen and similiar prod bonuses added to chopping, that might change the optimal playstyle for SV.
To my knowledge, any production bonus that goes towards what you're currently building adds to the harvest. For example, God of the Forge gives +25% chops toward ancient/classical era units and Egypt gets +15% towards wonders and districts on a river. This is why I always slot the appropriate policy boost even when only chopping something out and not hard building.
The only nerf to harvesting was overflowing production with % modifiers towards another build not within the same category, which is why Limes was a god tier policy card pre nerf. The exploit is gone, but the relevant modifiers still work.
I wish I could go back to pre patch vanilla and expose Monarchy with its +50% wall production and Limes to one turn wonders. Womp.
Hmm I did some testing earlier, and as far as I could see general modifiers did nothing with chopping even though they would boost production. Policy cards that are specific works. (I have not tested all of them since my computer is so slow and loading takes forever... )
I'm wondering the same with using workers to boost city projects through Royal scociety. Will a general modifier work on the the 2% charge they give?
