Here are the three candidates for those choices.

Temple - This simple building will cost us 60 shields in production. It gives us two culture per turn and will cost us upkeep of one gold per turn. It also keeps one unhappy citizen content.

Library - This building will cost us 80 shields in production. It gives us three culture per turn and will cost us upkeep of one gold per turn. It will increase science output by 50%.

Colosseum - This building will cost us 120 shields of production. It gives us two culture per turn and will cost us upkeep of two gold per turn. It makes two people unhappy content.

Librarys instead of temples. the shield difference isn't huge and with civil engineers i believe it costs the time in half, so no problem there. also, libraries give an extra culture point, so we'll get to 130K faster with Libs rather than Temples.

Library then Temple. We want to build both so build the one giving most culture first.

Coliseum is the last you want to build, build Cathedrals and Universities before that. A Coliseum is the least cost effective cultural improvement that we can build at the moment, both in terms of intitial cost to build per cultural point and in upkeep per cultural point.

Libraries, with them you can kill two birds with one stone. They produce both culture and science ;).

Ditto all.

The science benefit is nonexistent in totally corrupt cities. All other cities probably have libs by now.

Libraries then temples. Rather than building a coliseum in any city, we're better off building units to disband in corrupt cities to help them build culture.

Libraries then Temples.
Temples are cheap and it is better the have 5 culture points per turn than just 3, so I think the extra time and effort is worth it.

Sure, temples are worth the investment.

Welcome to the game!
