Using the MGL to relocate our capital is the single move that would most help us accumulate culture. Why? Because if we locate the capital in a corrupt area, the surrounding towns will have improved production capabilities, and can build libraries and temples in a meaningful time period (rather than turn after turn of 1 shield production because of corruption). Moving the capital doesn't have the same effect as it does in PTW, of course, but it still beats having two-thirds of Fanatannia corrupt. The downside is the original core will lose much, but not all, of its production. However, we've pretty well built culture in our original core, so that's less of a concern (we can also wait a turnchat or two to move the capital and shortrush improvements in the original core if necessary).
Our wars of annexation are over. We'll still fight to raze and pillage the AI, but building additional armies - although desirable - isn't all that important.
