Look specifically at #2, all polls have to have options in a neutral manner, this isn't neutral when you only post one side of it...
plus it must have ALL options, it does not matter what a previous poll said, this poll must still have all options, which is doesn't

plus it could be nitpicked, as it never displayed the time limit or any links to discussions

along with the above, the winner of the poll is abstain!!! that should show you that the people do not approve of the poll's setup

Abstain votes simply don't count. True in any voting system I know of. Of course it is not so great if a large groups abstains, but there is no legal problem AFAIK.

"Neutral manner" means the wording should not favor one of the options over the other. So the first option cannot read for example "do the enormously stupid thing of selling all culture buildings".

Within the boundaries of previous polls deciding on cultural victory it also states all options I can think of. Somehow culture expansion of Gordium has to be prevented because of these polls. There are no other practically possible ways except for these three AFAIK.

Still, you don't have the power to leave that option out. You might want to avoid that but if the people object to the poll because you left it out then you must repoll with that option regardless if you like it or not. Let the next guy handle the dilemma.

I still believe this poll is invalid, carrying it out is pure ignorrant when the winning option is abstain, there is no Will of the People here, its the Will of the Culture Minister acting.
