Actually since he did not request communism this is not as bad as it looks to you. His asking for a market means that he probably aknowledges the parallel processing capability of innovation in market based systems, which is exactly not a planned economy like the one that was unable to manage anything but the most brute force effort of industrialisation in the UDSSR. But in combining it with the hallmarks of socialism is becomes a guided market, where the governement has some say about the direction it takes to protect ists citizens.
Its basically what we had in western europe for more than 60 years now (coupled with a democratic government). And i dare say it worked quite well for us.

Its a balance act between promoting innovation and entrepreneurship and stewardship of social security for the citizens. But since that would not be a new technology i might have misinterpreted it. Or its just a new tech for the US based folks, who grab their fire arms and run for the hills when they just hear someone say "socialism"
