[R&F] Help making an edit to an existing mod

There's a mod called Planetary Engine on the steam workshop by Maple Leaves.

I'm trying to make edits to the mod for my own personal uses. But any edit I make seems to stop it from working altogether.

I want to make the wonder build-able by each city, 1 for each city specifically. I also want to remove the the mountain adjacency requirement.

Anyone know a solution?
