Something weird just happened in the game I'm playing. I set up a 4-turn settler factory and just built my first settler, but when I look that the city display the food strorage box is still full and there are 5 citizens in the city.

This is vanilla Civ 3 unpatched. Here's a screenshot.

Can you post a screen of the turn before? I think you timed it so that your city would grow the turn after popping the settler.

If you just popped a settler, then you had 7, which is a city. When you popped a settler, you went back to being a town and got the smaller food storage box, which shows up as already full due to going from city to town. Your city IS built by a river, so it would grow past 6 without aquaducts.

Also, check out this thread

This situation comes can come up if your city does not have access to fresh water. If, in such a city, you build the settler just as it tries to grow to size 7 (but it cannot without fresh water). The result is a size 4 city with full food box. The result in a city with fresh water would have been size 5 with half-empty (because of granary) food box.

The strange thing is that it looks like your city is on a river. However, this may be bugged. At least on edited maps rivers sometimes do not work properly. Perhaps this can also happen on unedited maps. Try to see if you can grow your city to size 7.

It looks like you were size 7 with 20 food in the expanded granary when you completed the settler.

Usually when you build a settler at size 7 it is the turn after growth, so there are less than 20 food in the bin, ie. the granary is not full. In that case the city would drop to size 5 but you would lose all stored food because your granary isn't full.

In this case you had between 20 and 40 food in the bin at size 7, so when you dropped two pop sizes the contents of the 20 food granary were saved.

Your 4 turn settler factory is not yet completed. You need to mine the grassland tiles in this image. It should then be possible to run a size 4/5 settler factory.

I'm pretty sure I started at size 5 with zero shields and zero food. Anyway, it doesn't really matter. I'll just make more gold per turn this way.

It is complete. Look at the number of shields I'm producing. I only need 6-6-7-7 shields to make it work. Mining more grassland is just going to be a waste of worker turns, which I can use to do something else.

I played this game for a little longer and got a pretty nice expansion. This is on Emperor level and I'm ahead of the AI already. :)
