Ok, as it turned out I finally did find coal, it was way to the north of Napoleon's continent amidst a bee's nest of barbarian cities. (Of course he kept sending crappy units up there which just gave the barbarians free experience, the longbows were all CGIII when I got there!) It took awhile to get a city planted and a mine built, and then I discovered it wasn't hooked up to my empire, because the city wasn't on the coast. So then I had to build another city to hook up the coal with my empire...and by that time Monty had hooked up his coal and I traded him Wine for it. :cooool:

Of course, by the time I get the rails built, I'll have airports...

When I first read the title of this thread, my first response was, "Thank god you don't have any real problems."

Heh -- well, you guys were right in the sense that lacking railroads turned out not to be as big a problem as I thought it would be...as for Coal Plants? Bah, never build 'em anyway. (Already got two GE's poised to build the Three Gorges Dam as soon as it becomes available...)

If you don't want to declare war on Montezuma, Samson's idea seems best. Though it's worth saying that coal is nowhere near as critical as it was in Civ 3.
