What to do with our Zulu Worker?

As I have jurisdiction over Workers, I noticed that we have a Zulu Worker from our depopulation of Swazi. A city flipped from a Civ that NEVER went to War against us.

I'm wanting to pull him off duty. There's 2 things that we can do with him.

I could hand him off to Zarn, and he puts it in a city of his choosing/polling
OR I could gift him to Shaka with my complements. (That's right, I said "gift". As in give it to him without asking for anything.)

OR we could keep him on the workforce, or "sell" the worker to Shaka.

He chose to join our nation. Put him into a city where he'll be happy.

Why would we give back a worker that we created ourselves? That is just plain

I would say send him home as he is a zulu and should be with his people, but He did decide to rise up against the Shaka regime and wants to be a japantikan. i say lets give him full citizenship and keep him as our own.
