What to do with out resources

In my game I need coal, but no one will trade. I can start a war, but I am a democracy and don't want to go through war wariness. Luckily I have just discovered some oil and have been able to trade for rubber, so the only thing I am lacking is railroads. What are your startegies to get resources that you are lacking?
 
You may have to go to war for it if there's no other way. War weariness depends on the difficultly level you're playing (which you didn't mention). But in a limited war with a clear objective of, say, one city with the coal resource, war weariness shouldn't be a big problem. Go in, get it, and sue for peace. Obviously it depends on the situation. An overseas war is more difficult than getting the coal in a city that borders yours.

Yes, war works. Usually with cavalry if you can muster it, tanks are better, but my enemies are usually nicely quelled by the time I've got those.

Be careful, though, the AI has a nasty tendency of not talking about peace until he's got only half a city left.
 
Yes, I am worried about getting into a long drawn out war. My forces are larger than his (the Aztecs), and more advance (I am a few turns away from modern armor). I need coal to build RRs so that I can get more tax income and support both my research and army. I believe that I will easily win the few cities that I want, but will he sue for peace and can I do it within 4-5 turns?

I've thought about a two prong attack, one small (~20 inf+armor) attack from the side with my navy near his capital to keep alot of his forces busy, while the main bomber+armor+artillary+inf force attacks from the north to take the first line of cities. Then I redraw my landing force and sue for peace.

Which force will the AI go for? I would think it would attack the force going for the capital before his border cities. The last thing I want is to push my peaceful world into a bunch of warring nations. I am nearing the ability to launch space station parts and I can easily win this way.
 
The AI will probably go after whichever force attacks first. You might have your diversion force attack several turns before the real force to make sure you draw as many units away from your objective. Unfortunately, if they have built railroads, you will probably not have much time before the AI's units switch to the real front.

I would make sure that nobody will trade you coal first. Even if you have to pay an exhorbitant price for 20 turns of access. Railroads that connect all of your cities will give you a major advantage in wartime.
 
No one will trade me. I have tried now for many years. I was the first to get steam powers and the rest of the world was way behind, so none of them could trade coal. Now a few have sources, but still won't trade.

When I get home, I think I will search around and see if I can find a city that is near iron and coal so that I can build an Iron Workds, but I think the chances are slim. Resource are tight in this game.

I might try putting them there for 1-2 turns before launching my major offensive. Good idea, Thanks!

If they do not trade..you have got to invade. Go after what you want..the coal..and sue for peace if possible. DO not worry to much about war-weariness. If you are so far ahead in tech as you say..then taking 2-3 cities should be easy and fast. Thus, weariness is down to a minimum. Just make sure you declare war first..or else the AIs hate you.
