What does Industrialism have to do with spying? You mean Espionage? You don't need Espionage to steal techs. You need Writing.

I've never yet found it necessary to steal plans.
I'll have to try it sometime.

- Stealing plans.
- Stealing tech.

Those are the two I use the most. Plus since I use Communism as my government for choice, spying has a higher success rate. Stealing plans and investigate city helps with wartime plans. I don't worry nor care about the of cost spy mission.

I rarely use espionage. I've only really used Investigate City before I attack them, but the other stuff is too expensive. (I'm cheap. )
