What upgrade do I need to make to play this game?

Hi,

Recently been playing a lot of SCII on med graphics, so I thought my old clunker would be able to push it for CIV V. Regrettably not, as any time I try and turn it on under DX 9 I get an error message before anything can even happen, so methinks that its time for some upgrades.

Windows XP SP 3
AMD Athlon 64 x Dual Core Processor 4600+ 2.40 ghz
2g RAM
ATI Radeon x700 vid card.

Where should I start in order to get this game going (was pretty certain it would go cause of SCII running smoothly but guess I was wrong)

Any recommendations? It was recently my birthday so i have some bday money kickin around still
And would that make it playable, or would I need an upgrade on my processor or RAM as well?

How much Money? if it is $600+ I can design you a brand new computer that beats recommended
