Make a simple media player - type addon in Civ4?

What I want it to be able to do:

When running a custom music folder (already built-in to Civ4) I want to be able to skip forward a file, skip backward a file, or pause, and have the forward/backward/pause buttons in a handy lil toolbar that is placed just below the research progress bar at the top/middle of the game screen.

And my question to all of you who have torn apart the Civ4 code is, what file(s) would need to be modded, and what type of programming/modding knowledge would that require?

Turn off game music and use the media player of your choice with configured hotkeys in the background. Not only is it easier, many players also do have more efficient encoders and cache manading than civ. Running Civ with no music + Winamp does use less memory / IO load than Just civ with custom music folder.
 
Thanks Refar. I could just run VLC media player in background and turn off the music in civ4, but that's not what I asked how to do. Civ4 manages the interaction between music files and game sounds so that when a movie or something else pops up my music pauses, then unpauses. I like that, I can't get that with something in the background.

So... does anyone have an answer to my original question?
