Got 2 when I decide to defend the Germans against the Chinese after a couple turns of tanks against knights, the Germans and the Chinese both decide to become part of the Roman Empire.

I've only played two games on Warlords so far and I got one offering... but the poor little guy had like the rest of the entire world at war against him, including civs that I had good relations with, so I couldn't accept it.

One of the rare times I've seen a civilization get wiped out entirely by AI.

I assume you mean how many vassals people have ever had in one turn.

I've never had more than one offer it to me on a turn.

I've gotten three vassals on the same turn, but that was through capitulation. At the most I've been offered two vassal agreements peacefully on the same turn, but since I didn't want to get dragged into a conflict with the biggest baddest civ around, I had to decline.
