What's the status of the new set of Scout promotions?

Been out of touch with the recent developments within VP but remember seeing the thread that proposed reworking nonsensical scout promotions that enables them to run faster in forests than they do on flat terrain.

(26) Proposal: Replace double movement promotions

why should a unit ever be faster in jungle than on plains? simplest solution: the double movement promotions for the scout line should be replaced by "no movement penalty". alternatively make them +1 movement independent of terrain/features. or something similar. opinions? --- edit...

Could someone enlighten me about the status of this proposal? Was it confirmed? Can I still expect it to be implemented?

I was wondering this is as well recently, I cant recall what the conclusion was. I am hoping to see "ignores terrain cost" gone from these units but I'm not even sure that was the plan.

i infer that the difficulty was to do with making an "ignore terrain cost" effect for specific terrains? why was this necessary vs just using the existing double moves mechanism?

There's no way to double move on just featureless flat plains/grass/tundra with current tables.

true, however i don't think PD's trailblazer proposal would have required such? Maybe i'm overlooking something, or at wrong post

double move is not a perfect substitute for 'ignore movement cost', but seems good enough to accomplish the changes outlined in the vetoed/timed out congress proposal linked above.
