What's the truth about Hoover Dam?

I know that the civilopedia says that every city get's a Hydro Plant for free. But, I'd read somewhere in the civfanatics forums(don't remember which, that was long time ago), that even if the city view shows a Hydro Plant in every city, those cities without a river inside their radius don't get the beneffit of a Hydro Plant(even if it shows on the city screen). I'm confused:confused: Please help me, if you can.

Everything You Wanted to Know About Power Plants
Hoover Dam. The Hoover Dam great wonder provides the effects of a Hydro Plant to every city on the same continent. Even cities without a river in their 21-tile city radius or without a factory will have a Hydro Plant icon listed in their city improvements window. However, unless a city has a factory, the effects of the Hoover Dam will not operate on the city. For example, let’s assume that you have just completed the Hoover Dam great wonder. A nearby city that does not have a factory and that produces 30 shields will continue to produce 30 shields even though the Hydro Plant icon appears in the city improvements window. When that city subsequently builds a factory, the city’s production will jump to 60 shields – 15 shields from the new factory and 15 shields from the now-effective Hoover Dam effects. Additionally, cities that already have a different power plant (i.e., a Coal Plant) will also have a Hydro Plant icon in the city improvements window; however, each city enjoys the effects of only one power plant despite the appearance of two power plant icons in the city improvements window, i.e., the city will not enjoy both a 50% production bonus from its Coal Plant and an additional 50% production bonus from the effects of Hoover Dam. In cases where a city enjoys the effects of Hoover Dam but also has a Nuclear Plant, the city will enjoy the greater 100% production bonus of the Nuclear Plant. You should note that the city will continue to experience the burdens of any other power plants after the construction of Hoover Dam – a city with a Coal Plant on the same continent as the Hoover Dam great wonder will still incur the 3 gold upkeep cost of the Coal Plant and will still suffer the pollution generated by the Coal Plant, even though the sale of the Coal Plant would not change the productivity of the city since it would still enjoy the effects of Hoover Dam.

I'll ask it another way:

I have a city with a factory on a lake (no river). Hoover Dam puts a hydro plant into this city. Will I get the benefits of the Hydro plant?

What about a city (with factory) on the coast?
 
All cities on the same continent with a factory, regardless of the water situation, will receive the hydro plant bonus.

Correct.

But you need a factory to take advantage of it.

And it's not really getting a functioning HP, but the effects of one. Same thing, really.
 
It would be more reasonable to make Hoovers boost the closest 4-8 cities. Hoover could not power the entire US even when it was built.

Agreed. Pyramids is overpowered. It should also be an area effect.

Some wonders are just too powerful, while others are kinda wimpy. Why is Shakespear's limited to 1 city?
 
Shakespeares is more powerful in C3C. It acts as a hospital, allowing cities to grow past 12. Pretty powerful in a high-production city. When I get this (and I usually do) I'm almost guaranteed US, ToE & HD, because my city out produces the AI cities.
 
See for yourself: "A Stargate Is Born" article posted at Dismantle The Beam Project. The companion article with the link embedded supports the Stargate theory. Ask yourself why no other dam was built like Hoover after they opened in 1936. If it was an engineering wonder, don't you wonder why that design was a one and only? Why not make more? It's a hydro electric energy system intended for powering up a technology that's alien.. that's why! On the surface, yes it's a hydro electric power plant otherwise nobody would approve of such a thing.
 
Nooo, that's not why the Hoover Dam was built, it was built because during the period when the Mafia held violent sway over Las Vegas they needed a sure-fire way to bury them bodies with zero chance of them ever being discovered. The Hoover Dam is filled with layer upon layer of whacked ne'er-do-wells with zero chance of them ever being dug up. The proof? The Mafia's grip on the town waned considerably upon it's completion!
