What's the utility of map making?

The game says that you need to research map making to trade world maps, but I buy territory and world maps from the AI before discovering this technology. How is that possible?

It is a quirk of MapMaking.

If either side has the tech, they may trade maps.

Because they probably have map making, all it takes is one of the 2 trading partners to have map making to trade WM & TM
