I've always wondered what it could be, at first I thought like u did, so was keeping telling a friend of mine "of course u can have more than one GA, u idiot ! in MA I'm always in GA ! "
Then I played Monarch, and I still had this cute little sun, although I was not in good shape, that is to say the weaker civ...
Now it seems like I'm the idiot !

It's basically a warning to get your worker armies ready, if you haven't already done so.

Of course if you're way behind it tells you everone else has factories and hospitals and are about to attack you.

I didn't see that in the 2 times I read it. I thought it meant you are assured to win or something.
But then I realized that it only meant pollution and global warming. Now I look for it every game. I have something else to say, I'll edit the post (again) when I remember it.

I always knew it was for pollution. I even figured out how many polluted tiles you need in Civ2 to trigger global warming.

i woiuld guess that you guys never played the original Civilization, my memory is now hazy but wasn't that yellow circle more obvious and indicate more danger in the original, anyway that's why i knew about it in civ 3
