What's up with The Oracle?

I was building the Oracle in a city. Then the game told me, "Since you can't build The Oracle anymore, what do you want to build?" I figured another civ had already built The Oracle. Well, when my Spearman was done, the game automatically set that city to build the Oracle again. Then, the next turn, the game told me, "Since you can't build The Oracle anymore, what do you want to build?"

What's up? Why would I be able to build it one turn, unable the next, then able again, then unable?

Try going into the city and manually removing the oracle from the queue.

Some civ build the orcle before you.
Sometimes the game haven't realzid all the things that you see on the screen.
So when you changed the production to spearman, the game thought that you still could build the oracle and stopped it's production. As the spearman was finished the game wanted to continue with the oracle.
