I think that's an interesting question and I'd answer by saying I think there are two camps. Those who see the game as an opponent and deservs a chance and those who just play for enjoyment but with a lot of gray area in between.Why would you restart based on your start location? Civilizations start where they start, if you are lucky enough to have resources, great, if not, is it not a challenge? Wouldn't playing the harder maps start locations just improve your skills?
I restart maybe 5 times before accepting a game and still may quit after only 20 turns or so. I play at a level where I expect to win. There are always challenges along the way in every game however I'd like them to be in how I will win and not if I'll win.
The cool thing about a PC is that no matter how often you beat it or no matter how bad, it's ready for another game any time you are. As you may have already guessed I very bad at FPS games.
Now as far as skill goes, I guess it's valid. It's not a transferable skill but something that will help you win your next game.
With so may things in the world being uncertain these days I'd like to know C3C is a sure thing.
