In response to Willem, thats not really the point of this thread. This is more of a "why the heck would they do this?" type thread. I don't mind the cheats. I don't mind the historical inaccuracies. But this is neither. It just weird. I've already gone and changed the rules.

Because all of the technology needed to build it is there?

There wouldn't be a reason to design it yet though.

An expanded flight tree would (should) put very low bombardment (possibly no bombardment) aircraft available around the time the carrier currently becomes availble. I would probably just add a spotter aircraft that becomes available with the carrier tech if it disturbed me. The skipping of a lot of WWI techs causes the disrepancies.
