When can I use DEMAND??

There are a couple ways you can use this ability to your best and of coarse its ability to achieve your goals is entirely defined by the what you would call a win.
(level of sucsess changes with dificulty level) This strat is assuming you are playing a standard game or "Prince" dificulty level

Demanding they stop setteling near you.
This will work if the neighboring civilization is signifacantly weaker then your own.

Demanding Tribute
Almost never works depending on what you are demanding Cities they almost never give up without a fight. Recources you might have better luck with.

Demanding they stop converting your people.
Rarely works again only if you are much more powerfull then they are.

Spying on me
usualy I would say this is a 50% fail rate but usualy you can get them to promise not to spy on you.

I use this only when i am trying to provoke a war. Say for instance I am playing as USA and i have a defensive pact with England.... (yah i know i'm orrigonal) and I wanted england to invade france but they just arn't up to it. I can demand out ragous things from france for sevral turns or antagonize there city state allies and demand tribute from them.

this will make the other leader you want your ally to attack very mad at you and he might even get mad enough to attack causing your ally who is closer to the enemy to be the one to take the opening shots of the war while you can fight inside there borders leaving your own protected.

If you chose to goto war without making them attack you first then you have to fight without the help of your ally and in that case the battle will either be fought in your territory or his. :D

Lastly if the fight doesn't go well and your ally starts loosing ground and you can't back him up it gives you lots of time to sue for peace for your ally and yourself so you can repair and in the end you havn't lost any cities only your ally has.

This saves you to be able to pick a weaker civ to prey on.

"Give me more Civs on the screen at once"

Demands NEVER works in your favour!

You can win something for a few turns, but that demand will stay for the rest of the game, in one way or another. It's not like anyone as a civ or cs will like you MORE, after a demand.

I only use it when I'm the world bully or in rare instances when I want to provoke a war.

You can get them to promise! :)

But they won't actually stop. :(

That's right, they will continue stealing and beg for forgiveness forever.

Better would be, if you steal anything from me again, you declare war on me.

yeah demanding is honestly useless if u want to win in anyway other then domination. although taking a worker from CS is pretty boss

I have found that Demand only works when the civ in question is Afraid of you for whatever reason. I usually find that the only thing they will give up is money. I've never successfully Demanded a resource or city.

I got a resource once (had multiple copies though). But yeah, usually when they say they're Afraid. Which is kind of funny because it's like, they're expecting you to be nice for openly suggesting they're scared of you, but you just tower of them and bully some more, it's quite hilarious in domination games.

Is OT possible to mod the values it uses to gauge the cost of giving in to these demands? Or even trades in general?

Say, to make it actually possible to get something, or give a certain civ a boost when asking?

Demand never works for me ever, no matter how powerful I am. It's a useless feature and what's more annoying is that the AI can make more demands of you than you can of it and you get a diplo hit for not going along.

Eagle Pursuit said it, you can get a gold demand out of a Civ that is Afraid of you. I always ask for 5 gpt when I see an Afraid AI. I'm not sure if anything higher will work though. I'm also unsure how you get a Civ to be afraid...probably tied to military strength but honestly it seems rather random.

There should be a Beg-feature, when you want something from a friend. Demanding is too harsh.

So a Beg: Could you spare some coins, so I can get this unit on the road. Maybe they give you some change if they like you, maybe more if they love you. Maybe nothing if they're fake.

Another Beg: My people are very unhappy right now, would you send some cotton (any resource) to me?

Then it would be closer to what the AI does to the player all the time, when in friendship. And that would make me sign friendship-deals more often.

Ai responses: Yes, of course, here's 64g -> as half friendly civ.
Sure, why not, here is 211 gold, please remember that I might need help another time -> very friendly civ.
Sorry no, gold is tight at the moment, perhaps another day -> fake ai with 4k in the bank ;)

No penalties for just asking/begging.
