When do you conquer city states?

I'll only take a city state if I'm really hurting for space and/or I'm not going to get anything from the bonus it offers (Nazca when I have no desert tiles) and it's convenient to do so. Nine times out of ten, though, I'd rather keep the bonuses plus avoid the head aches of having to deal with city state emergencies. I suppose I'd take one if the AI was using them to bother me, but that doesn't seem to happen as often.

I seem to have weird luck with city state spawns, though. Many times I don't have any nearby.

I attack a CS if:

1) My Civ spawns close to one
2) There is no other CIV close by
3) It does not have a bonus I want

I don't like the world wide grievances given by attacking CS so I tend to do it early on, and I don't necessarily take the city. The prime objective is to get my troops experience so that they can be useful if **** hits the fan.
