When Maritime CSs Start to Puppet

It would be great if CSs were more aggressive would make for a fun game if they would kick the ass of someone now and then
 
I *think* CS's will only puppet cities with a wonder in it and raze all other. They might keep cities without a wonder but has a great-person-built-improvement within the city radius. I haven't been able to confirm the 2nd point 100% though. I've seen 2 instances in my games where the CS's kept a city they conquer and both times the cities have wonders in them(I can see the wonder when I zoomed in close).
 
I *think* they puppet only if they have sufficient excess happiness to take the new city and remain in non-negative happiness. Which generally only happens with small cities that they conquer.

Otherwise they raze.

To use the operative word, I "think" this is right. It happened in one of my games recently. And the conquered AI city did not have a wonder in it.

Sounds right. In my diety game. I purposely let then take the cities by reducing the defense to near Zero. 3 of the CS now have like 2-3 cities. I find that the cities they take have to be in range of their main city . Also it's not that great because I find that their fit does not grow much cuz of happiness cap. and it affect the science a lot. But seeing CS with more than One city is so cool
