When to wage War?

I have been wondering lately when to wage war? Do you guys do it as soon as possible, or do you wate until late in the game when you have built up a sufficient amount of military units?
 
War is the key to winning on higher difficulties. Start early and fight often. Then sue for peace and make them pay.

The sufficient number of military units is much lower than you think. A stack of 10 offensive units can take almost any AI city.
 
Try to take out direct neighbours asap. If I find a concurrent civ early enough I sometimes don't even build my first settler before I have at least three archers in order to capture some enemy cities. Barracks in your first city are a good idea too, if you're lucky, you'll get a great leader (which means a wonder) very early in the game.

After the initial cleaning of the area around my civ I often wait until I have knights, you can pre-produce knights pretty good by building horsemen and upgrading them once you have chivalry. Leonardo helps a lot in this case, since the normal price is 80 gold per upgraded unit.

Art of war helps a lot too if you have many other civs on the same continent, because captured cities immediately have barracks and your units regenerate within one turn in newly captured cities and you can upgrade your units anytime anywhere.
 
Going to war early is a tactic that helps you achieve a more important goal - getting as much territory as possible. The more territory you can control early in the game the better. That is why a standard piece of advice around here is to build as many settlers as practical and expand. When you run into another civ early in the game it will prevent you from expanding. Therefore, if you have several decent offensive units, such as horseman or swordsman it is usually wise to attack. You don't have to completely defeat the other civ. Just taking a couple of cities will cripple them. Then you make peace knowing that in the future you will be able to come back and finish them off.

There is no set time or formula to do anything in this game. You have to make your decisions based on the parameters of the game you are playing. However, if you are going to attack, attack in force. Don't do what the AI does and send one warrior to attack a city.
