I had an interesting encounter with Ol’ Fred the Red. He had captured one of my spies ages ago that he wouldn’t trade back.

I retaliated today by nuking every single one of his cities. Now he wants to give me my spy back in exchange for peace. How did my spy survive?

As in the real world, captured spies are not kept in densely populated areas for risk of both someone aiding their escape and simply mingling with the general population. Possibly they are kept on a military base or bunker outside the main towns or even on an island or prison ship out on the waves.
